Service Educational Activities
Service Educational Activities (SEA) are eligible to participate in the Federal Surplus Property Program. These organizations formerly obtained surplus property directly through the Department of Defense (DOD) Donation Program. However, they are now required to obtain property through the DOAS Surplus Property Program. These purchases are limited to DOD property unless the SEA also qualifies under Section 101-44.207 of the Federal Property Management Regulations.
Designation as an SEA is made by the DOD and is granted to national organizations that include, but are not limited to:
- Military and maritime academies
- Girl Scouts of America
- Campfire Girls
- Civil Air Patrol
- Boy Scouts of America
- Naval Sea Cadet Corps
- Boys Clubs of America
- American Red Cross
